Before Federation, the only colony in Australia, that had a permanent and/or volunteer naval force was Victoria. "The Victorian Naval Forces provided the keel on which the Commonwealth, and ultimately Royal Australian Navies were built, and their motto describes them well: 'Deeds, Not Words'.
